On sidewalks, squares, and parks, the limit drops to 6 km/h — a brisk walking pace. On shared roads, riding is only allowed if the road's speed limit is up to 40 km/h.

Important: even if your scooter can reach 32 km/h (the technical limit of CONTRAN Resolution 996/2023), in Maringá you must respect the local limit of 20 km/h.

Mandatory equipment: what your scooter needs to have

Law 11.981 does not detail all sanctions. In September 2026, Maringá city councilors presented proposals to extend the rule to other self-propelled devices (such as electric bikes and hoverboards) and to detail enforcement and fines.
