Detran-PR (the state transit authority for Paraná), in partnership with the Paraná Military Police, released an official e-scooter and micromobility manual for drivers statewide, published in late August 2026. The document clarifies that e-scooters and electric bikes must follow the same safety recommendations as all vehicles. It's a direct response to the significant increase in these vehicles across Paraná cities.
For Maringá residents, this update answers a common confusion: Does my vehicle need a license plate? Do I need a driver's license? Can I ride downtown? The manual doesn't create new rules — it organizes existing regulations, from Maringá's Municipal Law 11.981/2025 to National Traffic Council Resolution CONTRAN 996/2023.
In this post, I'll summarize the key points so you know in minutes how to ride legally without fines, and when you need registration, plates, or helmets. If you own a Foston, Bee Green, Panda, or Goo electric scooter, pay attention to the difference between "motorized scooter" and "motorized equipment," because it defines all your paperwork.
The Detran-PR Manual: What It Is and Why It Exists
The manual was created by Detran-PR in partnership with the Paraná Military Police and published on the state portal in late August 2026. The goal is to teach drivers that e-scooters and electric bikes must follow the same traffic rules as other vehicles.
According to Detran-PR, the number of motorized scooters has grown significantly in Paraná, and many users don't know if they need registration, plates, licenses, or what speed limits apply. The manual brings official information into a single document, designed for daily users of e-bikes, scooters, and motorized cycles.
In Maringá, this is complemented by Municipal Law No. 11.981/2025, which sets maximum speeds by location: 20 km/h on bike paths, 6 km/h on sidewalks, plazas and parks, and on shared roads only where the road limit is up to 40 km/h. Helmets are mandatory in all cases.
Detran Registration and Plates: When They're Required
The first step is knowing whether your vehicle is a motorized scooter or motorized equipment. Detran-PR's Service Order 15/2024 defines a motorized scooter as a vehicle with two or three wheels, factory maximum speed of 50 km/h, electric motor up to 4 kW, or combustion engine up to 50 cc. In that case, Detran registration, plating, licensing, and helmet use are mandatory.
According to 2026 rules confirmed for Paraná, this registration follows a new state procedure created by Service Order 15/2024, which regulates motorized scooters purchased until July 3, 2023. For models bought after that date, standard Detran-PR registration applies.
So if you own a 2 kW electric scooter (equivalent to 50 cc), it's classified as a motorized scooter and will need a plate, registration, and Category A driver's license. It's not optional, even if you never use high-speed roads.
Light E-Scooters: No Plate, No License Needed
If you use a light electric scooter with up to 1,000 W motor, 32 km/h factory speed, maximum 70 cm width, and 130 cm wheelbase, it's classified as motorized equipment under CONTRAN Resolution 996/2023. This means: no plate, no vehicle registration (Renavam), no vehicle tax (IPVA), and no driver's license required — as long as factory maximum speed doesn't exceed 32 km/h.
For scooters from Patinep Store, like Foston, Bee Green, Panda, and Goo electric models, most fit this category. Always confirm though: motor up to 1,000 W, factory speed of 32 km/h or less, and the dimensions listed above.
If it exceeds 1,000 W or factory speed of 32 km/h, it stops being motorized equipment and becomes a motorized scooter — with all registration obligations.
Required Equipment and Helmets
In Maringá, under Municipal Law 11.981/2025, helmet use is mandatory for any electric vehicle, whether scooter or e-bike. The fine for not wearing one is obviously avoidable: wear one always and make sure it fits securely.
Also mandatory: speed indicator, bell or horn, and nighttime marking (front and rear lights, plus reflectors). We recommend adding an intermittent position light as well. With these, you're properly equipped for day and night riding.
