- Pedestrian areas (sidewalks): allowed only if authorized and with a speed of up to 6 km/h, giving priority to pedestrians.
- Roads with speed limit up to 40 km/h: allowed to ride in the same direction as traffic, upon technical evaluation by the local authority.
Safety rules: helmet and mandatory equipment
The helmet is mandatory for everyone using a scooter or electric moped in Paraná. Additionally, the device must have:
- Speed indicator visible to the rider;
- Bell or audible signal;
- Night signaling (front and rear lights, or reflectors).
Where riding an electric scooter is prohibited
The law is clear about prohibited areas. You cannot ride an electric scooter on:
- High-speed roads (such as highways, expressways, and freeways);
- Roads with speed limit above 40 km/h, even if they have bike lanes;
- Exclusive bus lanes;
- Highways in general;
- Sidewalks, unless there is explicit authorization from the city hall and speed is limited to 6 km/h.
Difference between scooter and moped: understand the federal rule
The CONTRAN Resolution No. 996/2023 still applies nationwide. It exempts from registration, licensing, and plating self-propelled devices that meet the technical criteria. However, not every electric scooter is considered self-propelled.
Models that exceed the power or speed limits may be classified as mopeds. In that case, they require registration, licensing, plate, CNH category A or ACC, and helmet.
Practical tip: before buying a more powerful electric scooter in Maringá or any city in PR, check if the model fits the definition of a self-propelled device or a moped. This completely changes the usage rules.
