ATTENTION, MARINGÁ: since 01/01/2026, the new enforcement rules of CONTRAN Resolution No. 996/2023 (Brazil's National Traffic Council) are in effect across the country. The regularization deadline ended on 12/31/2025 and there is no extension in sight. Anyone riding an unregistered electric moped will have their vehicle towed to the impound lot and face a serious fine.
The good news: most e-scooters we sell here at Patinep Store do not qualify as mopeds — so you can keep riding without a plate or driver's license (CNH). But if your scooter is more powerful, you need to regularize it. Let's get straight to the point.
What Is an Electric Moped in 2026 (and What Isn't)
According to CONTRAN Resolution 996/2023, a moped is any 2- or 3-wheel vehicle with a combustion engine up to 50cc OR an electric motor up to 4 kW (4000 W) and a factory top speed of 50 km/h.
- Self-propelled (regular e-scooter): up to 1 kW, 32 km/h, width up to 70 cm and wheelbase up to 1.30 m — not a moped, remains plate-free and no license needed.
- Electric moped: above 1 kW OR above 32 km/h — now requires registration, plate, and ACC (moped permit) or CNH type A license.
- Combustion scooters up to 50cc: also classified as mopeds and must be regularized.
In other words: if you have a scooter from Foston or Goo Elétricos with a motor above 1 kW, it became a moped in 2026.
What's Required Now: RENAVAM Registration, Plate, and Licensing
The rule is clear — and mandatory nationwide, including Maringá:
- Registration in RENAVAM (national vehicle registry)
- Mercosur-standard license plate
- Mandatory annual licensing
- License: ACC (Moped Riding Permit) or CNH category A
- Minimum age: 16 years (no passenger)
Without these, riding is a very serious infraction — with heavy consequences (see below).
Fines and Towing: 2026 Values
Riding an unregistered electric moped in 2026 is expensive and risky:
- Without registration/plate/licensing: fine R$ 293.47 (approx. USD 60) + 7 points + vehicle seizure and removal to Detran's impound lot
- Without plate: R$ 293.47 (approx. USD 60) (very serious)
- Without helmet: R$ 293.47 (approx. USD 60) + suspension of driving rights
- Riding on bike lanes/sidewalks (moped): R$ 880.41 (approx. USD 180) (very serious)
- Highways without shoulders: R$ 293.47 (approx. USD 60)
Worst case: your vehicle gets impounded, and you'll pay daily storage fees to retrieve it. Avoid that.
How to Register Your Electric Moped (Step by Step)
The registration process starts 100% online and includes an in-person step. Here's how it works:
- Start on the Detran-PR website: generate the fee via Pix.
- Documents: purchase invoice (with motor power), CPF/CNPJ (tax ID), Certificate of Compliance with Traffic Legislation (CAT), brand/model/version code, and inspection report with the motor number.
- Final in-person step: bring everything to Detran, issue the CRLV-e (electronic vehicle registration), pay the IPVA (annual vehicle tax), and get your plates.
If you're unsure, talk to us — but the process goes through Detran, and we'll advise if your scooter really needs it.
What About Self-Propelled E-Scooters? Nothing Changes for You
If you have an electric scooter up to 1 kW and 32 km/h (like virtually all of our entry-level models), it's not a moped. You can keep:
- No plate — no registration needed
- No driver's license — only a mandatory helmet in Maringá
- Subject to Municipal Law 11.981/2025: 20 km/h on bike lanes, 6 km/h on sidewalks
