Paraná is experiencing an electrification boom in 2026. Fully electric vehicles grew from 11,694 units in September 2025 to 22,703 in September 2026 — a 94% increase in just 12 months. When including hybrids (gasoline + electric), the jump is even more impressive: from 12,536 to 24,631 vehicles, a 96% increase. These numbers, released by Detran-PR (the state vehicle registration authority) on October 19, position the state as Brazil's fourth largest in electrified vehicle sales, behind only São Paulo, Federal District, and Minas Gerais.
This growth is no accident. State public policies like the IPVA (vehicle registration tax) reduction to 1.9% and federal incentives created the perfect scenario for accelerated energy transition. And it's not just for cars: from electric scooters to electric motorcycles, micro-mobility is following this movement too. Understand what's changing in Paraná and how you can ride this wave.
The 94% leap: real numbers of Paraná's electric fleet in 2026
In September 2025, Paraná had 11,694 fully electric vehicles registered. One year later, that number nearly doubled: 22,703 units. This addition of approximately 11,000 vehicles is significant — it represents a structural shift in the state's mobility patterns.
When we add hybrids, the picture becomes even clearer: 37,334 electrified vehicles in total (electric + hybrid) in September 2026, compared to 24,230 the previous year. Adoption rates accelerated significantly, especially in the last eight months of 2026.
- Fully electric vehicles: 11,694 (Sept/2025) → 22,703 (Sept/2026) | +94%
- Hybrid vehicles: 12,536 (Sept/2025) → 24,631 (Sept/2026) | +96%
- Total electrified: 24,230 → 47,334 in one year
Reduced IPVA tax: the main catalyst of 2026
The reduction of the IPVA tax rate to 1.9% — a 45% cut from previous rates — was the major trigger. Vehicle registrations grew 47% since this measure took effect.
Consider the pattern: between January and August 2024, the monthly average was 26,896 registrations. In the same period of 2026, it reached 45,146 vehicles per month. That means over 18,000 new registrations monthly just from the tax incentive.
Electric motorcycles up to 170 cc gained complete IPVA exemption starting in 2025, and the result was an explosion of 91% in registrations for that category: from 173,954 (Jan-Aug/2024) to 332,545 (Jan-Aug/2026).
Paraná ranks 4th nationally in electrified vehicles: national context
While Paraná accelerated, all of Brazil hit a historic milestone. On September 24, 2026, ABVE (Brazilian Electric Vehicle Association) announced that the country surpassed 1 million electrified vehicles. From 2012 to 2024, there were only 177,358 units; in 2025, it reached 223,912; and in the first nine months of 2026, approximately 600,000 were added — nearly 38.5% of all-time total in less than one year.
Maringá and the surrounding region are following this trend. Specialization in electric micro-mobility has grown accordingly: e-scooters, scooters, and electric cycles are now as common as conventional cars for short-distance commuting.
Paraná's total fleet in 2026: nearly 9.5 million vehicles
Beyond electrification, Paraná set a new overall record. The active fleet reached 9,459,926 vehicles in September 2026, up 6.2% from 8,905,479 in September 2025 — approximately 554,000 vehicles added in one year.
The composition remains dominated by automobiles (5,111,705), but motorcycles (1,564,685) and light trucks (849,449) are also growing, reflecting diversified use. For light urban transport, however, electric micro-mobility represents the most dynamic and sustainable trend.
Regulation: e-scooters and electric cycles
Understanding the legal framework is essential. In Maringá and throughout Paraná, electric scooters up to 1,000 watts and 32 km/h (20 mph) maximum speed do not require Detran registration or insurance. However, riders must comply with Municipal Law nº 11.981/2025, which mandates helmet use, bell/horn, speed indicator, and night lighting.
Electric cycles (ciclomotores) with motors above 1,000 watts do require registration with Detran and follow Resolution CONTRAN 996/2023. The minimum age for riding an e-scooter without supervision is 16 years. No driver's license (CNH) is required for speeds under 32 km/h.
