Paraná is creating a patchwork of electric scooter rules: while Maringá already has Municipal Law 11.981/2025, cities in the Northwest region are beginning to approve their own regulations, such as Municipal Law 5.615/2026, which takes effect in March 2027. For those who ride frequently between municipalities, understanding this difference is essential.
New law in Northwest Paraná: what changes in 2027
Since November 7, 2026, the Diário do Noroeste (Northwest Daily newspaper) published Municipal Law 5.615/2026, which regulates electric scooters in a municipality in the Paranavaí region. The regulation takes effect in March 2027 and sets three main points:
- Minimum age of 16 years to operate, similar to what is already defined by CETRAN-PR Resolution 106/2026 (state traffic authority);
- Mandatory helmet, a requirement that also exists in Maringá and cities like Rio de Janeiro;
- Speed limit of up to 20 km/h, aligned with what has been in effect on Maringá's bike lanes since 2025.
Important: this law does not yet apply in Maringá — each city in the state is creating its own rule. So before riding in another municipality, check the local regulations.
Federal rules in 2026: what CONTRAN Resolution 996/2023 defines
CONTRAN Resolution 996/2023 entered full enforcement on January 1, 2026, and provides the basic framework: electric scooters are classified as self-propelled vehicles when they reach up to 32 km/h and have motors up to 1,000 W.
In practice, this means you do not need a driver's license, license plate, or registration to ride an e-scooter in this range. The federal regulation does not require a helmet either, but it leaves room for municipalities and states to mandate one — and that's exactly what's happening.
Why is each city creating its own law?
Because CONTRAN Resolution 996/2023 delegated to city governments the power to define local traffic rules. This allows each city to set speed limits, helmet requirements, and minimum age, creating differences even within the same state.
Just in Paraná, we have two fronts: CETRAN-PR Resolution 106/2026, which already defines a minimum age of 16 years and a 20 km/h limit throughout the state, and municipal laws that can reinforce or detail these requirements. In Maringá, for example, Law 11.981/2025 also permits riding on shared roads, as long as the road's speed limit is up to 40 km/h.
Is a helmet mandatory in Paraná?
Yes, in Maringá since 2025, and now also in municipalities in Northwest Paraná starting in 2027. CONTRAN Resolution 996/2023 does not require a helmet, but Maringá's municipal law 11.981/2025 made it mandatory, as does the new Law 5.615/2026 in the Paranavaí region.
If you're going to ride in another city in the state, bring a helmet anyway: it's more about safety than extra weight in your backpack. Here at Patinep Store in Maringá, we always advise customers to wear a helmet regardless of the law.
How to stay compliant with the law and ride safely
If you use an e-scooter in Maringá, follow the local rule: 20 km/h on bike lanes and bike paths, 6 km/h on sidewalks, plazas, and parks, and never ride on roads with speed limits higher than 40 km/h. Keep mandatory equipment in good condition: speedometer, bell, and nighttime lighting.
For those traveling around the region, here's a practical tip: before riding in another city, check if there's a municipal law on e-scooters and verify the limits. The trend is for each municipality to follow the 16-year minimum age + 20 km/h model, but there are always specifics — like the helmet requirement, which is already unanimous in Northwest Paraná.
